Overheating. Essentially, something is restricting the flow of water through the heater. That can be caused by dirty filters, so try taking the filters out and run it for a few hours. If the codes goes away and the spa heats, clean your filters or get new ones. Air stuck in the lines if the most common cause though, and bleeding the lines for air is the best way to fix that.
